Hotdish Harvest Dinner Competition

The Bryn Mawr Neighborhood Association will host its annual Harvest Dinner on Thursday, October 29th. The event will be in the cafeteria of Bryn Mawr Elementary from 6-8 pm. This year we will have hotdish competition. Bring your favorite hotdish to enter or bring a salad or dessert to share. The winner of the competition will have their recipe printed in the November Bugle. Adults and children are encouraged to wear their Halloween Costume to the event.

This is a fun event that usually draws 100+ neighbors together. Come and join the fun! Hope to see you all there!

FYI...There will be a representative from City of Minneapolis with information about Ranked Choice Voting.

A neighbor from Area 5 will be offering colorful jewelry, hand-made by women in Uganda for BeadforLife, a non-profit organization that works to move Ugandan women out of extreme poverty.

The Minneapolis City Council approved its first-ever pedestrian master plan Friday, Oct. 16, providing guidance on creating a great walking city where people choose to walk for transportation, recreation and health. The pedestrian master plan defines and addresses ways to increase and improve walking in Minneapolis using various approaches. The plan is part of Access Minneapolis, the City’s 10-year transportation plan.

Minneapolis has an extensive sidewalk system, many great places to walk, and many programs and policies for improving walking and the pedestrian environment. But there’s room for improvement. Public input was sought at three open houses in the creation of the pedestrian master plan. With assistance from the public, common barriers to walking were identified including those that relate to conflicts between pedestrians and cars at intersections and along busy streets; streets that lack trees and have little buffer from traffic lanes; and maintenance issues related to snow, newspaper boxes and construction zones.

One approach to improving walking identifies gaps in infrastructure, such as places where sidewalks are missing or don’t connect. Other approaches are about making streets and crossings safer, improving accessibility, promoting a walking culture, and fostering a vibrant street life and public spaces where people want to be. This includes streets that are comfortable and attractive for walking – with street trees, pedestrian-level lighting and street furnishings. Maintenance issues, such as sidewalk snow clearance, are also addressed.

Access Minneapolis is the City of Minneapolis’ transportation plan that addresses a full range of transportation options and issues, including pedestrians, bicycles, transit, automobiles and freight. The purpose of Access Minneapolis is to identify specific actions that the City and its partner agencies need to take within the next 10 years to implement transportation policies.

October 15, 2009 - A Voter's Guide is now available for the upcoming November 19th NRP Neighborhood Representative Election. The Guide is compiled by the Minneapolis NRP to provide information to City residents about each candidate seeking a seat on the 2010 NRP Policy Board. Candidates are running in one of four categories: At-Large, Protection, Revitalization, or Redirection.

In preparing the Guide, NRP asked each candidate to respond to the following questions in 100 words or less:

  1. How have your life/work experiences prepared you to be a neighborhood representative?
  2. What do you consider to be the strengths and weaknesses of the NRP?
  3. How have you participated in your neighborhood organization and its NRP Process?
  4. How do you plan to maintain a relationship with the neighborhoods you would represent if elected?
  5. Name one thing you would like to work on if elected.
  6. Why are you running for a neighborhood representative seat on the Policy Board?
  7. Please list any community-based organization with which you are currently involved.
  8. Please list all current paid and unpaid affiliations.

The NRP Policy Board Neighborhood Representative candidate forums and election will begin at 6:30 p.m. on Thursday, November 19, 2009, on the second floor of the Crown Roller Mill Building, 105 Fifth Avenue South. One candidate forum will be held in each of the four categories. Candidates will introduce themselves and respond to questions submitted in advance and from audience members. Candidate forums are moderated by NRP staff and volunteers and are free and open to the public.

The Crown Roller Mill Building is accessible to persons with disabilities. Parking is available on the street, in the surface parking lot across the street from the Crown Roller Mill building and in the Gateway and Depot ramps. However, NRP will NOT reimburse parking fees. The Minnesota Center for Neighborhood Organizing is offering in-depth training for neighborhood organization staff.

This in-depth training is designed to help staff learn organizing fundamentals and apply them effectively to their community groups. The training combines comprehensive coverage of organizing basics, trainings tailored to the individual needs of each organizer and group, long-term follow-through, and group support from fellow neighborhood organizers.

The training also gives participants the opportunity to get individual direct hands-on help for specific neighborhood projects. Do you need to get more people involved in your organization? Write a grant or raise funds for a project? Clean up a problem property or close down a drug house? Organize a well-run and energized neighborhood meeting? Do outreach to immigrants in your community? You can get help for your project at this training. The training is composed of the following parts:

Initial intensive training will concentrate on providing organizers with the nuts and bolts of organizing. The initial training will take six hours a week over four weeks. Topics covered include:

  • Leadership development
  • Issues identification
  • Grassroots and foundation fundraising
  • Organizing under-represented groups
  • Volunteer recruitment
  • Running meetings and events
  • Research
  • Media and communication

Weekly individual meetings with each organizer to discuss and analyze the projects and challenges facing each neighborhood. These meetings will be custom designed to meet the needs of each organizer and community group.. These sessions can run for as many weeks as you need to carry out your project

Monthly group meetings of the participating organizers to share their experiences.

These trainings will be given primarily through questions, problems-solving, and direct experience.

Minneapolis hosts property management workshop on October 22

The City of Minneapolis is holding a property management workshop to help rental property owners get useful information and connections to resources on property management. The Minneapolis Police Department and Minneapolis Housing Inspections work together to present the workshop, which can help new rental property owners, as well as long-time rental owners.

There is a $20 registration fee, which covers the costs for all printed materials, a box meal and a DVD on Hennepin County Housing Court. After October 15, the registration fee is $30.

Background:
Kingfield Neighborhood, a largely residential neighborhood in South Minneapolis, is participating in the Minneapolis Neighborhood Revitalization Program. Many neighbors have a strong interest in building community within the neighborhood, and many NRP Action Plan strategies are focused on this goal. Additionally, there is a strong interest in increasing the safety and perception of safety in the neighborhood and this position will focus on strengthening neighbor’s relationships to each other and to the non-profit community organization, the Kingfield Neighborhood Association (KFNA).

Responsibilities:
The NRP Project Organizer will be responsible for initiation, oversight, and implementation of specific strategies in the NRP Action Plan. Tasks may involve, but are not to be limited to:

  • Event Planning: annual garage sale, KFNA Festival, annual meeting, coordination of KFNA’s table activities at the Kingfield Farmers’ Market, and other special events determined on an annual basis.
  • Outreach: newsletter production, block club organizing, support staff on Community Initiated Grants, door-knocking and phoning for special issues, and web site construction, maintenance, and content generation.
  • Committee Support: work with the Crime Prevention and Safety Committee and its projects and initiatives. Other committees such as Youth and Schools, Green, or Redevelopment may fall under the oversight of the Project Organizer if they are working under the expected 80 per month average or if KFNA and the Project Organizer agree on the added responsibilities.
  • Project Support: Ongoing support of some projects such as the Community Garden Project, Dog Park, and special projects of other committees’ focused on outreach and connecting neighbors together could also be included as part of this position.

This position demands performing regular duties and meetings, and the flexibility to respond to new issues, projects, and resident needs. Some regular hours in the office are required, but much of the work is done when volunteers are available including evenings and weekends.

Work Method:
The approach to implementing the NRP strategies is to recognize, organize, and motivate involvement and leadership by neighborhood volunteers in each project. The person hired for this position will provide support where needed, including: assisting volunteers in defining goals for each project and recruiting necessary assistance from the community and/or city. The NRP Project Organizer must be able to balance many projects and/or tasks at one time. He or she must use appropriate judgment and ask for guidance to successfully balance volunteer recruitment efforts with project deadlines. A successful candidate must have excellent personal communication, writing and computer skills. The NRP Project Organizer will work as an 80-hour-per month employee (an average of 20 hours per week), under the direction of the KFNA Executive Director.

Compensation:
The workload is anticipated to be approximately 80 hours per month (half-time), with the possibly heavier time commitment in spring and summer. The contract offered is ongoing (pay will be itemized in an Employment Letter) but will start at $13-$17 per hour with no vacation or sick benefits.

Oct. 14, 2009 -- Learn about easy, inexpensive ways to save energy that are good for the environment and your wallet at Hennepin's Cool County Green Expo this Saturday, Oct. 17 from noon - 3 p.m. at Hennepin County Library - East Lake in Minneapolis.

There will be activities for children, information on composting, tips on easy ways to save energy in your home, and presentations on bike safety. Presenters include the Green Institute/Reuse Center, the Center for Energy and the Environment, Bike/Walk Ambassadors, City of Minneapolis and Hennepin County Master Gardeners.

Hennepin staff will also be on hand with information about reducing waste, recycling, energy conservation and Hennepin's Cool County Initiative.

The expo is presented by Hennepin County Library in collaboration with Hennepin County Environmental Services and Property Services, and Xcel Energy.

Another Cool County Green Expo will be held Nov. 14 at Hennepin County Library - Brookdale.

This event is part of Hennepin's Cool County Initiative. The county has pledged to reduce greenhouse gas emissions from county operations by 80 percent by the year 2050.

The City of Minneapolis Elections Department will travel to every part of the city in the coming weeks to educate voters about the new voting method that voters will use on November 3, 2009.

This ‘tour of the city’ will be a great opportunity for voters to learn more about Ranked Choice Voting and have their questions answered. At these events, voters will be able to practice voting on Ranked Choice Ballots so they know what to expect on Election Day.

If voters cannot attend one of the 14 events, they can still practice using the ballots by checking out a new online tool on the Ranked Choice Voting Web site where you will be able to use the interactive ballot tool or to ask a question. This tool helps educate voters by providing an interactive experience that lets them fill out a sample ballot, and it lets the voter know if they make a mistake when filling out the ballot. Details:

Hennepin County has been instrumental in organizing a coalition of interested parties seeking resolution for the future of the historic Fort Snelling Upper Post – a 141-acre site with 28 badly deteriorating buildings that has been designated one of the nation’s 11 most endangered historic places. The site is across Highway 55 from the well-known Fort Snelling Lower Fort – the state park and living history museum visited by thousands of tourists every year.

Ownership and management of the Upper Post (currently owned by the State Department of Natural Resources) has been ambiguous and complex since the fort was decommissioned and fell into disuse decades ago. Security, access and infrastructure, deed restrictions and the number of agencies with statutory or review authority over the site have complicated the viability of reuse proposals.

In the past few years, Hennepin County and the state have contributed funding and secured other resources to stabilize the buildings – work performed by participants in the county’s Sentencing to Service Program. The county received a National Park Services ‘Save America’s Treasures’ grant, which funded emergency stabilization and repairs; and a National Trust for Historic Preservation grant to develop landscape and open space guidelines. Hennepin County also recently received a 2009 Minnesota Preservation Award from the Preservation Alliance of Minnesota for the county’s efforts to stabilize and preserve the site.

The county has contracted with Cornejo Consulting (a community planning and design firm); LHB, Inc. (a firm that creates sustainable building and site design solutions); and Kimley-Horn and Associates (a consulting engineering firm specializing in complex transportation and infrastructure problems) to create an LRT and Upper Post master plan. Miller Dunwiddie Architecture, one of the state’s most respected historical preservation architects, also has been an ongoing partner in the project.

This is the first in a series of public meetings to welcome input, develop guidelines and discuss potential for the site.

Minneapolis names director of Neighborhood and Community Relations

David Rubedor has been named director of the City’s new Neighborhood and Community Relations Department by Minneapolis City Coordinator Steven Bosacker.

As director, Rubedor will be charged with leading the department and finding new and dynamic ways to strengthen community engagement throughout Minneapolis. In pursuit of this goal, Rubedor will focus the department on nurturing neighborhood vitality through neighborhood-based planning and implementation and the integration of this work with the work of the City. The department will also focus on addressing and removing barriers to civic participation and meaningful engagement.

The Neighborhood and Community Relations Department is part of the broader City Coordinator Department and serves residents directly and supports all other City departments with enterprise guidance in the realm of strong neighborhood and community relationships. The department is responsible for strengthening the City’s quality of life through vigorous community participation, resident involvement in neighborhood and community organizations, and supporting clearly defined links between the City, public services and neighborhood and community organizations. The work of the department is also supported by the new resident-based Neighborhood and Community Engagement Commission.

Rubedor has more than 15 years experience working with and managing neighborhood organizations in Minneapolis, including more than six years as executive director of the Powderhorn Park Neighborhood Association. He also has more than 10 years experience as an executive director of non-profit organizations in Minneapolis. Most recently he served as senior project manager for the City of Minneapolis where he provided leadership and guidance to city leaders and elected officials on the development and implementation of the new Neighborhood and Community Relations department. Rubedor holds a master’s degree from Hamline University and a bachelor’s degree from the University of Minnesota-Duluth. He lives in Minneapolis’ Jordan neighborhood.

Posted Sep 29-- The Neighborhood and Community Engagement Commission is underway.  This inaugural commission is busy looking at topics related to a new program for neighborhood organizations scheduled to be in place in 2011, transition between the current NRP Phases 1 and 2 and the new 2011 program, and some structure-related components such as leadership, decision-making styles, by-laws, and more.  Each of these elements are fairly complex to fully examine and discuss during monthly two-hour business meetings so the commission also uses task forces to begin some of the work before bringing a recommendation to the full commission.  The commission typically meets on the fourth Tuesday of each month.  Please visit the NCEC page for exact dates, especially as we move into the holiday season.

There are a variety of ways you can follow the work of the full commission and the task forces.  Commission members have begun to discuss commission-related topics and post drafts of task force materials online via Google Groups.  Follow the work of the commission between meetings by checking out the commission’s Google Group page where you can review documents and the discussion between commission members outside of the business meeting.

Community Energy Services Coming to Seven Neighborhoods

Thanks to funding by the Minnesota Environment and Natural Resources Trust Fund as recommended by the Legislative Commission on Minnesota Resources, several Minneapolis neighborhoods will eventually be able to participate in Community Energy Services (CES), a full service residential energy program. The program is starting this fall in Fulton, Kingfield, Logan Park and Longfellow. A second phase starts early in 2010 in Audubon, Hawthorne, and Field Regina Northrup.

CES provides a free workshop on lowering energy use and saving money; low-cost materials such as low flow showerheads, setback thermostats and attic hatch weatherstripping; and a personalized energy use inventory for the last 12 months and next 12 months to show how much is saved.

The program also offers customized home energy visits, including a blower door test, from qualified professionals who will identify additional ways for residents to save in their homes. Up to $400 in services and materials will be provided for a co-pay of only $20. And, there will be financing, incentives, and rebates for those wishing to complete larger projects such as insulation or a furnace replacement.

2009 Edison Alumni & Community Homecoming Celebration on October 2

When the Northeast community does an event, they do it big.  Such is the case with the annual Edison Oktoberfest.  Last year, hundreds upon hundreds came out in support of Edison High School and moreover the Northeast community with a huge BBQ followed by a bonfire in the evening at Jackson Square Park in NE.

Pride is the tradition in Northeast Minneapolis, no doubt, and once again the Holland Neighborhood Improvement Association, in tandem with the Edison Community & Sports Foundation, lives up to that tradition by inviting you, our Northeast community friends, families and Edison alumni to join in under the Oktoberfest tents at the Edison High School parking lot (Quincy St. & 22nd Ave NE, Mpls) for good food, music and community  that follows the football game at 6pm.

Tour of Colfax Avenue
Join your neighbors for a stroll down Colfax Avenue from Lake to 36th streets to explore the history of residential development in CARAG. We'll look at the history of architectural styles (homes and apartment buildings) as well as patterns of development. We'll also look at how to "read" a building, its architectural elements, and changes over time, and consider good and not-so-good preservation tactics. All are welcome on this annual CARAG event led by CARAG resident Aaron Rubenstein.
