The City of Minneapolis and LiveMSP are sponsoring housing tours in south and northeast Minneapolis to showcase a variety of homes on the market and various neighborhood amenities in communities that are bouncing back from foreclosures. The City is partnering with realtors and community developers to showcase housing at a variety of price points. The tours are one approach the City is taking to support revitalization occurring in the housing market.

Participants can pick up their tour map, enjoy refreshments, talk to neighbors and learn about homebuyer programs at an open house at the start of the tour. For-sale homes will be open from noon – 3:00 p.m., allowing participants to tour at their own pace. Tour maps will be available the day of the event at the open house.

Neighborhoods on the tour in South Minneapolis include West Phillips; Midtown Phillips; Phillips East; Central; Powderhorn Park; Corcoran; Bancroft.

Tour the historic Pioneers and Soldiers Cemetery on Memorial Day

A Memorial Day tour is your opportunity to pass through the gates and explore Minneapolis’ oldest cemetery. Pioneers and Soldiers Memorial Cemetery, located at 2925 Cedar Ave. S, Minneapolis, is the final resting place of many who shaped the city’s history including territorial pioneers — Charles Christmas, Edwin Hedderly, and Philander Prescott — military veterans who fought in wars ranging from the War of 1812 to World War I, and members of Minneapolis’ early African-American community. Several thousand immigrants, primarily from Scandinavia and Eastern Europe, are also buried here, and over half of the cemetery’s 20,000 residents are children.

The Minneapolis Heritage Preservation Commission, the City of Minneapolis, Preserve Minneapolis, and Friends of the Cemetery are offering a tour of the historic cemetery on Monday, May 31, 1:00 – 3:00 p.m. The tour begins at the cemetery office and will be lead by Sue Hunter-Weir. A seated, 45-minute talking tour will be followed by an optional one-hour walking tour. The tour is free; however, space is limited. Arrive 15 minutes early to register.

The cemetery is one of the few in the U.S. (and the only one in Minnesota) listed on the National Register of Historic Places. It received its historic designation for the significance of the contributions of those buried in the cemetery and for its distinctive architectural features such as the caretaker’s cottage (1871) and the flag pole, fence, gates, and monuments to territorial women and military veterans (1920s and 30s).

National Night Out is Aug. 3 – start planning now!

National Night Out is coming up fast, and now is the time to start making preparations on your block for the night that brings neighbors together. This year, National Night Out is Tuesday, Aug. 3. Minneapolis wants to make it easy for block clubs and neighbors to get started now on their plans.

The City of Minneapolis asks that you register your event, even if you are not blocking your street. It is easy to do and helps us to track the success of National Night Out. Information is available on the Minneapolis National Night Out site and registration is easy. If you want to close your street for your event, street closure is free if you apply by July 14. You need permission of 75 percent of your neighbors to be approved for street closure – please have their names and addresses when you apply (you do not need their signatures). You can also register your event and apply for street closure by calling 311 (or 612-673-3000).

Dear Neighborhood Leader,

At its meeting on April 26 the NRP Policy Board received a draft plan for “Collaboration, Cooperation and Consolidation” between the Minneapolis Neighborhood Revitalization Program (NRP) and the Neighborhood and Community Relations (NCR) Department of the City of Minneapolis. The draft plan was created by NRP Director Bob Miller and NCR Director David Rubedor in response to a December 18, 2009 resolution of the Minneapolis City Council. This plan addresses the future administration of NRP and its resources and describes a proposed approach to moving many of the functions currently performed by NRP and its staff to NCR. This move was included in the “Framework for the Future” that was adopted by the Minneapolis City Council and Mayor in 2008.

It is NRP’s policy that “Neighborhoods have the right to be informed about and have a chance to comment on Policy Board discussion papers, amendments to existing policies, and potential new policies that will have a direct effect on neighborhoods and their NRP process”. Consistent with this policy we are now sending the attached draft plan for “Collaboration, Cooperation and Consolidation” between NRP and NCR to neighborhoods for their review and comment. At its meeting on April 26 the Policy Board approved a change to step 3 of the draft plan and that change is shown in the attached version of the draft plan. If you want your comments and suggestions regarding the content of this plan to be considered, please submit them to the NRP Policy Board by 4 p.m. Friday June 18 at the NRP office (Room 425, 105 5th Ave. S.).

The purpose of this plan development effort was to provide a practical and responsible plan for consolidating the administrative functions of NRP and NCR, as appropriate, in time frames that would maximize the potential for success while recognizing and honoring the distinct authorities and responsibilities of both programs. Your input will help us achieve that goal and we appreciate your prompt and reflective consideration of this draft.

Bob Miller and David Rubedor will be conducting a briefing on the proposed plan on May 26 from 7-9 p.m. in Conference Room 3 on the second floor of the Crown Roller Mill building. If you have any questions, want clarification of plan language or just want to hear an explanation of the steps in the plan, you are invited to attend this briefing.

This is the third of regular updates on the neighborhood engagement effort by the Neighborhood and Community Engagement Commission (NCEC) and the Neighborhood and Community Relations (NCR) Department.

Background: The NCEC and the NCR Department will be meeting with neighborhood organizations over the months of May and June to gather input for the new neighborhood program in 2011 and beyond. These initial discussions will inform the policy and guidelines for future funding of neighborhood organizations. After this initial engagement effort, the NCEC and NCR staff will develop draft guidelines for the new program. The draft guidelines will be distributed to neighborhood organizations and other stakeholders for a formal 45 day review period later this summer.

How should Minneapolis neighborhood organizations be funded in 2011 and beyond? That is the question the Neighborhood and Community Engagement Commission (NCEC) will be asking of neighborhood organizations over the summer months of 2010. Neighborhood and Community Relations (NCR) staff are now contacting neighborhood organizations directly to schedule time at board meetings over May and early June. Celebrate summer this year by enjoying a walking tour of historic Minneapolis! Explore areas that range from cultural gathering places and residential neighborhoods, to bustling commercial and industrial areas, to the theaters of Hennepin Avenue and remnants of the city’s once extensive streetcar system.

PLEASE NOTE

  • While most tours do not require reservations, some do – please check each description carefully for full details.
  • All tours require participants to sign a waiver form. These waiver forms are available from the tour guide starting 15 minutes prior to each tour.
  • Tour sizes are limited, please plan to arrive early to ensure your spot.
  • Most tours will continue, regardless of inclement weather.
  • Please dress accordingly. Comfortable shoes/sunscreen are highly recommended.
  • Several tours cover long distances and some traverse hilly terrain, so some degree of stamina is necessary.

Summer Walking Tours are sponsored by CPED Planning, the Minneapolis HPC, and Preserve Minneapolis.

The Planning Division of the Minneapolis Community Planning and Economic Development Department (CPED Planning) provides preservation-related services within Minneapolis including professional review for permit applications, long-term planning, and education and outreach efforts. Planning staff conducts reviews and prepares recommendations that are delivered at public hearings before the HPC.

The MPRB will plant 140 trees of 11 different varieties throughout Jordan Park and the school site. Over 400 students and staff from HIA, People for Parks, Jordan Park neighbors and other volunteers will help plant, water and mulch the new trees. MPRB Forestry staff will provide hands-on help.

The 2010 Arbor Day celebration is co-sponsored by People For Parks (PFP), a local non-profit organization. Funding is from a $75,000 charitable bequest to PFP by the Carl T. Remick estate.

About Arbor Day
Arbor Day is celebrated each spring to remind the public about the importance of trees and tree care. The event also maintains Minneapolis’ status as a Tree City USA for the 31rst year.

The Arbor Day celebration and other tree related volunteer opportunities and events are designed to engage students and members of the community and raise awareness of the environmental, economic and health impact of trees in our neighborhoods.

Founded by J. Sterling Morton in 1872, the first Arbor Day was celebrated in Nebraska in response to a state proclamation urging settlers and homesteaders to plant trees that would provide shade, shelter, fruit, fuel and beauty for residents of the largely treeless plains. On that first Arbor Day, more than one million trees were planted in Nebraska's communities and on its farms.

This spring the MPRB’s Forestry Division will plant over 4,000 trees citywide to replace trees that have been lost due to storms, Dutch elm disease, Emerald Ash Borer, and other causes.

The CARAG neighborhood is bordered by Lake Street on the north, 36th Street on the south, Lyndale Avenue South on the east and Hennepin Avenue South on the west.

All of the sales will be marked by CARAG SUPER SALE signs in the front yards and all sales will have maps listing the neighborhood sales. Maps and restrooms will be available at Bryant Square Park, (31st and Bryant Ave. So.), beginning at 8 a.m.

City seeks residents, business owners to serve on Pedestrian Advisory Committee

The City of Minneapolis is seeking Minneapolis residents and business owners to serve on its Pedestrian Advisory Committee. The committee has existed since 2006 and is shifting its original membership structure to include more community members. The committee exists to advise City leadership on policies, programs and actions improving pedestrian safety, mobility, accessibility and comfort; promote walking for transportation, recreation and health; and strengthen the connection between the pedestrian environment and public transportation. Term lengths are two years.

Members who reside or own a business in the city and who have an interest in promoting walking and improving the pedestrian environment in Minneapolis are encouraged to apply. The committee membership as a whole should represent the following perspectives on pedestrian issues:

  • distinct pedestrian user groups, such as transit riders, people with disabilities, senior citizens, parents or people who work with children
  • caretakers of the pedestrian environment, such as property owners, neighborhood groups, business owners and business associations
  • people with relevant technical expertise, such as traffic safety, urban design and public health
  • people representing diverse social, cultural and economic groups in the city
  • people representing distinct geographic areas of Minneapolis
The City of Minneapolis promotes walking as a healthy, free and no-pollution form of transportation. Pedestrian-friendly neighborhoods make our community a safer and better place to live, work and enjoy life. The Pedestrian Advisory Committee participated in the City’s first pedestrian master plan, part of the City’s transportation action plan within the City’s long-range comprehensive plan.

Neighborhood Engagement Update for DNCR

Dear Neighborhood Leaders and Staff;

The Neighborhood and Community Engagement Commission (NCEC) and the Neighborhood and Community Relations (NCR) Department will be meeting with neighborhood organizations over the months of May and June to gather input for the new neighborhood program in 2011 and beyond. A letter outlining this process was sent to you under a different cover. These initial discussions with neighborhood organizations will inform the policy and guidelines for future funding of neighborhood organizations. After this initial engagement effort, the NCEC and NCR staff will develop a draft set of guidelines for the new program. The draft guidelines will then be distributed to neighborhood organizations and other stakeholders for a formal 45 day review period later this summer.

At our first meeting with Southeast Como, it was suggested that we have regular communication about the outreach process. This is the first of regular updates.

About MIMO

What is MIMO? No, it is not the new SECIA pet. MIMO stands for Move In/Move Out. SECIA is undertaking a project with funding from the Minnesota Pollution Control Agency(MPCA) to try to address the massive amounts of curbside waste left after the Move in/move out cycles.

Many items are accepted, but some items we are unable to take, which include:

No Garbage, Household Hazardous Waste (tires, paint, batteries, chemicals, fertilizer, etc…). No broken appliances, large appliances (washer/driers/full size refrigerators), large TV’s or computer monitors, etc…. No Broken lights/lightbulbs/ CFL's. No Couches, upholstered chairs, pillows, mattresses, boxsprings, bedding, etc... No rusted, unusable, or destroyed bicycle parts, frames, tools or household items. No broken mirrors, glass, or rotten/other foul-smelling items. (Televisions**, stereo's, cell phones, I-pods, laptops, Cd players, DVD/VHS players, etc....will only be accepted in working condition and upon review of staff).

We reserve the right to reject any item for any reason at the MIMO events.

*Clothing and canned goods will be accepted, those items will be donated to local food shelves and clothing centers (Arc, Goodwill, etc...).

Great Streets grants to help 18 businesses along Minneapolis’ commercial corridors

The City of Minneapolis has approved $578,175 in grants to strengthen and support neighborhood businesses throughout the city through the City’s Great Streets neighborhood business district program. Monies will support technical assistance for businesses such as branding and marketing, merchandising, business recruitment, and design services.

The Great Streets Business District Support Program is designed to support a range of activities that will help provide important goods and services for residents, and retain significant number of jobs located in neighborhood business districts. The most recent data, from December 2008, shows 133,802 jobs were located along commercial corridors.

A total of 18 of 32 proposals received A “Request for Proposals” was issued in January 2010; 32 proposals were received and 18 funded. The target contract amount was defined as between $5,000 and $50,000. Recipients include:

  • African Development Center: $50,000 for technical assistance, business planning, workshops on bookkeeping and accounting. Area: Cedar Riverside LRT area; Franklin Ave.; East lake; Midtown Lake; West Lake; Nicollet Ave.; Central Ave.
  • Catalyst Community Partners: $50,000 for business development, retail recruitment, site development, retail recruitment and messaging materials. Area: West Broadway
  • Elliot Park Neighborhood Inc.: $10,000 for tenant recruitment, redevelopment strategy, and pitch packet for investors. Area: Chicago Ave.
  • Latino Economic Development Center: $50,000 for technical assistance. Area: Midtown; East Lake Street; Central Ave.
  • Metropolitan Consortium of Community Developers: $15,000 for technical assistance, business district capacity building. Area: 38th St. and Chicago.
  • Metropolitan Economic Development Association: $45,000 for business technical assistance. Area: West Broadway.
  • Native American Community Development Institute: $40,000 for corridor branding and analysis and design, marketing materials, and business directory. Area: Franklin Ave.; Franklin Ave. LRT.

  • Seward Redesign with SENA: $42,900 for business recruitment, encouraging investment, business organizing, and branding. Area: 38th St. LRT; 46t St. LRT; 28th Ave. & 42nd St.; Cedar & 42nd St.; Cedar and Minnehaha.
  • Sheridan Neighborhood Organization: $20,000 for branding and event production. Area: 13th Ave. NE and University Ave. NE.

  • West Bank Business Association: $50,000 for public safety activities, branding, marketing, and special events. Area: Cedar Riverside LRT area; Cedar; Riverside.
  • West Broadway Coalition: $38,300 for coordinating street cleaning, community clean-up events, Adopt-A-Block, and Winter Carnival. Area: West Broadway.

In 2008 and 2009, through the Great Streets Business District Support program, over 270 businesses received technical assistance in marketing, bookkeeping, product mix, licensing and code requirements, and business planning. This type of technical assistance supports both new and existing businesses. Technical assistance for businesses is given high priority within this program. Especially given the economic conditions of the last couple of years, supporting existing businesses as well as growing new businesses and creating jobs is critical.

More on the Great Streets Program Neighborhood business districts are essential elements of a great city. In 2007, the Minneapolis City Council approved the Great Streets Neighborhood Business District Program, a coordinated effort to help businesses develop and succeed along commercial corridors and at commercial nodes throughout the city. Through the Great Streets program, the City also provides funding to business districts for other activities that support the economic vitality of the entire district, including business loans, real estate development gap financing and business district assistance such as market studies and retail recruitment efforts, and façade improvement grants.

Census takers going door-to-door to households that did not return census form

If you didn’t return your 2010 census form, you will soon be getting a knock on your door.

The U.S. Census Bureau is now sending census takers to households who did not return their questionnaire by mail. As of April 30, 76 percent of households in Minneapolis have completed and returned the 2010 census form, surpassing the 2000 mail response rate of 68 percent. While this is a significant achievement, it also means that approximately 50,000 Minneapolis households have not yet returned their Census form.

Official census takers will present an ID badge with a Department of Commerce seal when interviewing households. Collectors will also carry a U.S. Census Bureau bag and provide their supervisor's phone number for verification. A census taker is a person from your community who is hired by the U.S. Census Bureau to make sure that your neighborhood gets represented as accurately as possible. The census taker's primary responsibility is to collect census information from residences which have not sent back their 2010 Census form. Census takers will visit or call a household multiple times in an effort to collect get a complete and accurate count for each residence in the city.

By answering the census you are standing up for what your community's needs are, helping to insure that you receive your fair share of federal funding and political representation. That's why opening your door to census takers is so important.

Don’t prune ash trees: help reduce spread of emerald ash borer

As trees are budding and flowers are blooming, a beetle that attacks and kills ash trees is also coming out of dormancy for the season. The emerald ash borer is present in Minneapolis and is active between May 1 and Labor Day. If you have an ash tree in your yard, it is important not to prune it this time of year or move any part of an ash tree (firewood, branches, etc.) while the pest is active.

The emerald ash borer is a major concern because it has caused the deaths of millions of ash trees in 13 states, and approximately 20 percent of the tree canopy in Minneapolis consists of ash trees. The Minnesota Department of Agriculture (MDA) has issued a state quarantine on firewood, ash trees, and ash tree products in Hennepin, Ramsey and Houston counties to slow the spread of emerald ash borer.

Research has proven that trees are a valuable investment and improve urban quality of life. Healthy trees are beautiful, increase property values, help improve air quality, reduce greenhouse gases by absorbing carbon dioxide, save energy, keep the city cooler, provide homes for wildlife and help manage stormwater. If you have space in your yard to plant a tree, consider getting one going so it can get a start on providing shade.

On Saturday, May 15, the Northside Street Race 5K begins at 8am with the Swat Trot (kids 1/2 mile fun run) at 9am. The races and open house are located at the MPD Special Operations Center (SOC), 4119 Dupont Avenue North in Minneapolis. This year will be the first running of the Wagenpfeil “y’all run”, a race within the Northside Street Race for sworn personnel only. Northside Street Race 5K will begin at 8:00 a.m. All participants will receive a T-shirt. Age group awards for first three male and female finishers in six age groups receive gift certificates to Run N Fun running store. Age groups are 19 & under, 20-29, 30-39, 40-49, 50-59, 60 & over. Prize money for first three male and female finishers overall: $100 for first, $75 for second, $50 for third. Free SWAT Trot 1/2 Mile Run at 9:00 a.m. for kids 12 & under. SWAT Trot participants will receive T-shirt.

Annual Whittier May Day Soire on May 6

The Whittier May Day Soire is tomorrow night May 6th at the Blaisdell Manor located at 2322 Blaisdell Av. S. The Soire starts at 5:30 and ends at 9:00. The boys at Three Sons catering has once again graciously donated the space for this fabulous event.

The Soire is a fundraiser for the Whittier Alliance Neighborhood Association, doing good things for Whittier and the City of Minneapolis every day in every way.

Tickets are $25 in advance and $35 at the door. There will be free heavy appetizers from 8 Whittier restaurants and you all know Whittier has it going on when we are talking food. There will also be a vodka luge hosted by Sobieski Vodka so slide on in for a cold martini. There will be live music.

There will be live and silent auction items as well as a raffle. Some of the items are:

  • Gift certificates to local restaurants
  • tickets to sporting events
  • An 8 person paintball party
  • A limousine service for a night
  • Personal and home services
  • Cirque du soliel tickets
  • a tandom bike

The raffle item is an Ipad

Auction item range from $10 - $600 so there is something for everyone.

Join local historian Eric Hart in a presentation on the history of the Longfellow neighborhood. The neighborhood has a rich history that includes: dairy farms, the Wonderland Amusement Park, Longfellow Gardens, Minneapolis Moline, Midtown Greenway, and the Hiawatha Light-Rail Line. In addition to Hart’s presentation, time will be set aside for the audience to share the happenings in the local-history world.

The public will have the opportunity to tour the historic Hollywood Theater during the Saturday afternoon of Art-A-Whirl weekend in Northeast Minneapolis. The free open house is sponsored by the Audubon Neighborhood Association and the City of Minneapolis. Visitors will have access to the lobby, front corridor, and main hall.

The Hollywood Theater operated as a movie theater from its opening in 1935 until it closed in 1987. The theater was designated a local historic landmark in 1990 and purchased by the City of Minneapolis in 1993. In recent years, the City purchased the adjacent property, 2819 Johnson Street NE, to support redevelopment of the theater by providing parking, service access, or space for related development. The Minneapolis Heritage Preservation Commission approved a framework for the treatment of the historic features of the building. The building is for sale, and the City, in consultation with the neighborhood, will consider viable proposals for a range of commercial uses. For more information go to www.mplshollywood.info.
