Apply to be a Neighborhood and Community Engagement Commissioner

Applications are being accepted to serve on the City of Minneapolis’ Neighborhood and Community Engagement Commission (NCEC). This commission was created to work with the Neighborhood and Community Relations department to provide overall direction on the City’s community engagement efforts. Through the input and work of the Neighborhood and Community Engagement Commission, residents, community and neighborhood organizations will play a key role in enhancing and shaping how the City engages its residents.

The Neighborhood and Community Engagement Commission also advises the Mayor, City Council and other City Departments on community issues and needs related to community participation and the City’s community participation system.

The Neighborhood and Community Engagement Commission is comprised of 16 voting members. Two members are appointed by the Mayor, 5 are appointed by the City Council and 1 is appointed by the Minneapolis Park and Recreation Board. The remaining 8 members are elected through the neighborhood elections process.

Applicants with diverse backgrounds such as race, ethnicity, gender, sexual orientation, socio-economic status, age, physical abilities, religious beliefs, political beliefs, or other ideologies are strongly encouraged to apply.

There are multiple opportunities to be a NCEC commissioner. You can apply through the City’s open appointments process, through the Minneapolis Park and Recreation’s open appointments process or through the Neighborhood Elections process.

City’s Open Appointments Process:

Neighborhood Election Process:

Minneapolis Park and Recreation Appointments Process:
This year, there is one position up for re-appointment through the Park and Recreation open appointments process. To apply, please go to: http://www.minneapolisparks.org/default.asp?PageID=52&prid=1489. The deadline to apply is Friday, May 13, 2011.

GRANT FUNDING AVAILABLE for community-based waste reduction, toxicity reduction, and recycling projects! Non-environmental groups are the focus of the program. Past recipients include neighborhood organizations, schools/youth organizations, faith communities, immigrant organizations, arts groups, senior citizen organizations, and many others in the Twin Cities metropolitan area.

Community POWER (Partners on Waste Education and Reduction) is a project of the Solid Waste Management Coordinating Board that supports innovative, community-based approaches to waste reduction. For 10 years, Community POWER has educated and actively engaged over a half million residents of the six-county metro area in waste reduction by partnering with non-environmental organizations and schools. $158,000 is available, supporting projects up to $12,000 each.

Request for Applications for this funding are due by May 24th, 2011.

This is a follow-up event to the panel discussion conducted on January 20, 2011 as part of Loring Park Neighborhood Master Plan Process, held at the Basilica of Saint Mary. The event was an update regarding the state of multi-modal transportation investments in Minneapolis. We will continue the discussion per the overwhelming request and interest in this topic.

Is there funding for actual implementation? What kind of a timeline are we looking at?

Has timeline and implementation been delayed in lieu of the State/Federal budget situation? How has this impacted projects in place and those in the future?

How do public partners work together for a complete transportation system including streetcars?

What are the lessons learned from Central Corridor LRT that we could use on Nicollet should a Streetcar happen? We do not want to lose the character of "Eat Street" and price our local businesses out. What do we do?

How do all of the various multi-modal transportation projects coordinate and communicate in their development and throughout their implementation?

Neighborhood and Community Leaders,

There will be city-wide meeting on April 16th to determine election procedures for electing neighborhood Representatives for the Neighborhood and Community Engagement Commission (NCEC). Neighborhoods will once again decide on how the election process will be conducted. The Neighborhood and Community Relations Department will be assisting with the election process.

This year, neighborhood districts 1, 3, 5 and 7 are up for re-election through the neighborhood election process (Click here for map). In addition, 1 Mayoral, 1 City Council and 1 Park Board position are up for re-appointment through the City’s appointment process.

The purpose of the April 16th city-wide meeting is to identify and discuss selection procedures to promote diversity on the commission and to adopt a uniform election process. Procedures determined this year are likely to create the framework for future neighborhood elections. The meeting details are:

Attached you will find 3 voting options that were developed by the Selection/Diversity Task Force of the NCEC. Also attached are suggested election procedures. Your neighborhood representative will have the opportunity to vote on these and other possible options. Please note, if you have other options you would like to see considered on April 16th, please send them to the NCR office at Community.Engagement@ci.minneapolis.mn.us, by Monday, April 11,2011. We will send out a final set of options to all neighborhood representatives before the meeting.

To encourage greater participation and dialogue, each neighborhood is asked to send a representative who is empowered to vote, bylaws permitting, on behalf of the neighborhood. If your neighborhood organization has more than one neighborhood you may send a representative from each of the neighborhoods your organization represents. An individual can represent one neighborhood. Each representative will get one vote for each of the items.

If you have not sent the name(s) of a Representative and alternate to the NCR office, please do so by Monday, April 11th. You can send names to: Community.Engagement@ci.minneapolis.mn.us.

Anyone can attend the meeting but only the eligible representative may vote.
